Scott Schaffer, former Glendale Water and Power commissioner, is the longterm boyfriend of Burbank Councilwoman and former Mayor Stacey Jo Murphy.
Schaffer was arrested July 13 after authorities found a loaded .45-caliber Sig-Sauer semiautomatic handgun registered in his name at the Granada Hills home of a Vineland Boyz gang member. He was later indicted on four counts: trading guns for cocaine, cocaine possession with the intent to distribute the drug, selling firearms to a known felon and using cocaine while possessing guns.
Schaffer is being held at the Metropolitan Detention Center waiting to be arraigned on Monday, Aug. 1. He will plead not guilty, according to his attorney, Roger Rosen. If he's able to Post the $1M bail, Schaffer will be assigned to a residential drug treatment center upon his release, where he will be monitored by an electronic ankle bracelet.
Councilwoman Murphy previously told authorities that she knew Schaffer was addicted to cocaine and possessed firearms. Despite this, she allowed him to run Schaffer Business Group out of her home. This included storage of his weapons, ammunition and cocaine.

In Los Angeles city government, recipients of Schaffer's contributions included Mayor Antonio Villaraigosa when he made his first mayoral run against James Hahn, City Attorney Rocky Delgadillo and City Controller Laura Chick.
His connections as owner of several transportation companies also helped him stay on top of the competition. And, of course, it's plausible the transportation companies were a big help in transporting the aforementioned weapons and drugs.
Schaffer is scheduled to appear in U.S. District Court on Oct. 25, 2005.
